Summary

We audited implementation of the following water management plans to ascertain whether the provisions of these plans are being given effect to, as required under Section 44 of the Water Management Act 2000:

  1. Floodplain Management Plan for the Border Rivers Valley Floodplain 2020, commenced 11 September 2020
  2. Floodplain Management Plan for the Macquarie Valley Floodplain Order 2021, commenced 24 September 2021
  3. Inland groundwater sharing plans:

  4. Water Sharing Plan for the Darling Alluvial Groundwater Sources 2020
  5. Water Sharing Plan for the Namoi Alluvial Groundwater Sources Order 2020
  6. Water Sharing Plan for the NSW Border Rivers Alluvial Groundwater Sources 2020
  7. Water Sharing Plan for the NSW Great Artesian Basin Groundwater Sources 2020
  8. Water Sharing Plan for the NSW Great Artesian Basin Shallow Groundwater Sources Order 2020
  9. Water Sharing Plan for the NSW Murray Darling Basin Fractured Rock Groundwater Sources Order 2020
  10. Water Sharing Plan for the NSW Murray Darling Basin Porous Rock Groundwater Sources Order 2020

While many provisions of all the above plans are being implemented, our audit concluded that on balance the provisions of these plans have not been given full effect to in accordance with the Act. The overarching consequence is that the objectives of the plans are unlikely to be achieved. The Minister for Water and audit agencies have responded to our audit recommendations (see below).
